NJ Cannabis Consumption Lounges: Where You Can Legally Light Up
A cannabis consumption area — often called a lounge — is a designated space connected to a licensed New Jersey dispensary where adults 21 and older can lawfully use cannabis on-site. The Cannabis Regulatory Commission approved its first four endorsements in July 2025 and has kept approving more since, giving adults a lawful place to use cannabis on-site now that smoking it in public places is restricted statewide.
What Is a Cannabis Consumption Area?
A cannabis consumption area is a designated space connected to a licensed retail dispensary where adults 21 and older can use cannabis products on-site — including smoking a joint, vaping, or consuming an edible purchased there. The physical space is officially a cannabis consumption area; the state authorization that lets a licensed dispensary operate one is called a consumption area endorsement. Most people simply call the space a lounge.
They fill a real gap. Because smoking or vaping cannabis in public places is restricted, and because many renters, condo residents, and people in federally subsidized or smoke-free housing cannot use cannabis where they live, a licensed lounge gives adults a lawful, designated place to consume. Spaces can be indoors or outdoors and must meet strict operating and ventilation standards set by the CRC.
New Jersey's First Lounges Are Now Open
At its public meeting on July 15, 2025, the CRC approved New Jersey's first four consumption area endorsements. According to the Commission, the first approvals went to dispensaries in Atlantic City, Merchantville, and Newark, with the earliest locations opening their doors shortly after.
This is a rolling process, not a one-time event. Only a licensed Class 5 cannabis retailer (or a medical permit holder) that already dispenses cannabis — and that has explicit approval from its host municipality — can apply for a consumption area endorsement through the CRC licensing portal. As more towns opt in and more retailers apply, additional endorsements have followed the original four — for example, Blazin Buddiez in Bridgeton was approved in 2026 — with more expected to come online across the state.
The Rules Inside a Consumption Lounge
Consumption areas operate under specific CRC requirements. Based on the Commission's guidance, here is what adults can generally expect:
- 21 and older only. Valid government-issued ID is required; no one under 21 is permitted inside.
- No alcohol or tobacco. These may not be sold or consumed in a cannabis consumption area.
- No food or beverage sales. Consumption areas cannot sell food or beverages, but patrons may generally bring or order food and non-alcoholic drinks, subject to the lounge's policies.
- No open packages leave. Patrons cannot leave with an open cannabis package. Unused product can be taken home only if it is resealed in compliant exit packaging — which the lounge provides when the original container cannot be resealed; otherwise the remaining product must be discarded.
- Registered medical cannabis patients 21 and older must be allowed to bring their own legally purchased cannabis; lounges may still restrict outside cannabis brought in by other consumers.
- No serving impaired individuals. Staff follow responsible-vendor standards, similar in spirit to other regulated hospitality settings.
Each venue can layer on its own house rules, so it's worth checking a specific lounge's policies before you go.
Public Use Is Still Prohibited
The arrival of lounges does not open up public use. In New Jersey, smoking or vaping cannabis is only permitted where cigarette smoking is allowed — so most public places, including sidewalks, parks, and beaches, are off-limits, and individual municipalities may impose further restrictions. Outside of a licensed consumption area, cannabis use is generally limited to private property with the property owner's permission.
Driving is a hard line of its own — driving while impaired by cannabis is illegal in New Jersey. When you transport cannabis, keep it sealed; an open package should be stored in the trunk, or behind the last upright seat in a vehicle without a trunk. How Lounges Fit Into the Bigger Picture
Consumption areas are part of New Jersey's steady build-out of its legal adult-use market, which launched retail sales in April 2022. Alongside expanding retail and delivery, the CRC has been rolling out on-site consumption to give adults more lawful ways to participate — and to move activity out of public spaces and into regulated, age-verified venues.
One important limit: an operator may run only a single cannabis consumption area statewide, regardless of how many dispensary locations it holds. That keeps the rollout measured and tied closely to municipal approval, which is why availability is still concentrated in the towns that have opted in so far.
